Olympia this week: Zombies and other movie folks

Capital gains tax being debated under the Capitol Dome.

Zombies will invade the Capitol campus in Olympia Tuesday.

The question is, if they hunt for brains to eat, will they find any?

The undead lobbyists from the SyFy Channel's filmed-in-Spokane television show "Z Nation" will be among several dozen members of the state's film industry talking to legislators about a bill by Sen. Jeanne Kohl-Welles, D-Seattle, to encourage movie and television production in Washington. The bill would take the current $3.5 million annual tax-credit pool for in-state movie and television production and expand it to $5.25 million in 2016, $7 million in 2017, $8.5 million in 2018, and $10 million in 2019.

Meanwhile, there are some non-post-apocalyptic actions scheduled this week in Olympia.

On Monday, the House Commerce & Gaming Committee will hold a hearing on two bills to regulate the fledgling electronic cigarette market in Washington.

Wednesday will see the Senate Energy, Environment & Telecommunications Committee hold a hearing on an oil transportation safety bill by Rep. Jessyn Farrell, D Seattle, that recently passed the House. The committee's chairman is Sen. Doug Ericksen, R-Ferndale, author of a less comprehensive and competing oil train safety bill that the Senate recently sent to the House.

Thursday will feature the House Environment Committee receiving a briefing on what is involved in developing clean fuel standards. The Senate recently passed a transportation package with a controversial provision in which money would be taken from transit spending if Gov. Jay Inslee mandates low-carbon standards for motor fuels. The House has not agreed to that provision.
